Rockstar has never published a budget for GTA 6, and almost certainly never will. Every figure in circulation — the billion, the two billion, the "most expensive game ever made" headline — is an estimate by analysts and journalists. None of it comes from the company.
That is the honest answer to the question. What follows is the part that can actually be checked.

Take-Two reports development spending in aggregate, not per title. There is no line in any public filing that says "Grand Theft Auto VI". Anyone quoting a precise budget is reverse-engineering it from headcount and years, which produces a range, not a figure.
Why the estimates land where they do
The people producing those numbers work from four observable inputs:
- Time between games
GTA 5 shipped in September 2013. GTA 6 ships in November 2026. Even allowing for years spent on Red Dead Redemption 2 and on GTA Online, that is an unusually long cycle.
- Studio size
Rockstar operates studios across several countries with a combined headcount in the thousands. Salaries dominate a game budget, and they scale with both people and years.
- Marketing
For GTA 5, marketing was estimated at roughly half the total. A worldwide campaign for a launch of this size is not cheaper today.
- Two delays
Each delay adds months of full-team salary without adding revenue. Two of them, announced in May 2025 and November 2025, moved the release by eighteen months in total.
What the budget means for players
Very little, directly — but two things follow from it:
- The $79.99 price. A larger budget is the most common explanation for the move up a pricing tier, and the price and editions breakdown covers what each edition includes.
- Pressure on the online mode. A game that expensive needs revenue after launch, which makes a monetised online component close to inevitable. Nothing about it has been announced yet.
